Board of Trustees to consider options for 2011-2012 transportation fees
CALGARY—The Board of Trustees for the Calgary Board of Education will consider three alternatives for transportation fees for the 2011-12 school year during the public meeting June 7.
Each of the alternatives developed by administration have different implications for fee changes and impact on students in classrooms. The alternatives are:
- status quo— keep transportation fees at current levels and fully subsidize the shortfall with instructional dollars;
- partial cost recovery—increase fees while subsidizing costs with some instructional dollars;
- full cost recovery—increase fees so no instructional dollars are required to subsidize transportation costs.
Administration is recommending “partial cost recovery” which would increase fees and draw on instructional funds to mitigate the financial impact on families. Ultimately, the Board of Trustees will make the decision on Tuesday.
Whichever option is chosen involves difficult choices, says the administrative report. “Almost every decision faced by the CBE has the potential to please some and at the same time upset others. Fees for transportation are but one example.”
The report points out that parents who do not need busing object when instructional money is spent to subsidize transportation costs. At the same time, parents who pay for transportation do not want increases.
On May 17, the Trustees unanimously agreed to ask administration to bring forward alternatives and options to deal with transportation fees after rejecting an option to increase transportation fees by 60 per cent to cover an $8.8 million shortfall. The cost of transportation for the 2011-12 school year is estimated to be $37.7 million. The provincial transportation grant is $28.9 million.
